All is not well with the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) in Rajasthan. The job guarantee programme has its genesis in the mass movements launched in Rajasthan, but the state is always in news for alleged diversion and misuse of funds, charges of corruption and irregularities.

Recently some MNREGA workers of two districts Jhunjhunu and Alwar filed a petition in Rajasthan High Court(HC), alleging misuse of funds resulting in their dismissal. The petitioner said that the officials of Panchayati Raj and Rural Development exhausted the fund by diverting it to other heads.

As per the MGNREGA guidelines, the state-level administrative expenditure for the MGNREGA should not be more than 6 percent of the total expenditure and at the district level, it should not be more than 5 percent of the district level expenditure.

The petition was filed by 21 persons over their dismissal as ‘rozgar sahayaks’ in Jhunjhunu and Alwar districts on the ground that the administrative expenditure of 5 percent for MGNREGA had exceeded in these districts.

Rajasthan High Court’s single bench of justice Manish Bhandari has issued the order Principal Secretary Rural Development to appear on November 5 with the details of the expenditure incurred on Rozgar Sahayaks, LDCs and employees on deputation in MNREGA and amount spent for their remuneration.The order says that the reason for their removal was that these ‘rozgar sahayaks’ were not giving employment to sufficient people and if they are removed, then who will monitor the work of MGNREGA in these districts.

As per the MGNREGA guidelines, the state-level administrative expenditure for the MGNREGA should not be more than 6 percent of the total expenditure and at the district level, it should not be more than 5 percent of the district level expenditure.

The HC has asked the government to explain how the funds for MNREGA could be used for the salary of LDS and employees on deputation at the panchayat level. The Court said there is no provision for appointment of LDS for MNREGA and there were other irregularities were also come to the notice of the Court during the hearing of the case.
