Skill Development Ministry sets up HCSSC to promote skill development among artisans craftsmen and worker at grass root level

Skill Development and Entrepreneurship Minister Rajiv Pratap Rudy has said that the Handicrafts and Carpet Sector Skill Council (HCSSC) has been formed to promote skill development among artisans, craft persons and workers at grass root levels. This would enable them to adopt latest techniques and become more productive.

Detailing the initiatives of his ministry in a written reply in Parliament on Wednesday, Rudi said that Sector Skill Councils( SSCs) are Industry-led bodies which are responsible for the defining the skilling needs, concept, processes, certifications and accreditation of their respective industry sectors in accordance with National Skill Qualification Framework (NSQF).

The HCSSC shall be responsible for meeting the human resource requirement in terms of shop floor workers and professionals for the entire value chain of the handicraft and carpet industry. There are 33 SSCs in India in almost all major areas including agriculture, life science etc. The SSCs which have designed as many as 1,034 Qualification Packs (QPs) and 3,464 National Occupational Standards (NOS) are operating throughout India.

The Minister also said that the Centre has setup National Skill Development Corporation (NSDC) as a Public Private Partnership entity to promote private training providers across the country. NSDC has incubated 37 SSCs which are industry led bodies intended to align the skilling efforts as per the industry’s requirement. The SSCs prescribe the National Occupational Standards (NOS) and QPs based on which the training is imparted.

To cater to the needs of potential women entrepreneurs, who may not have adequate educational background and skills, the Micro, Small and Medium Enterprises Development Organization (MSME-DO), has introduced process/product oriented Entrepreneurship Development Programmes (EDPs) in areas like TV repairing, printer circuit boards, leather goods, screen printing etc.

There are also several other schemes of the government like Income Generating Scheme, implemented by the Department of Women and Child Development, which provides assistance for setting up training-cum-income generating activities for needy women to make them economically independent.

Rudy said, the Small Industries Development Bank of India (SIDBI) has been implementing two special schemes for women viz; Mahila Udyam Nidhi which is an exclusive scheme for providing equity to women entrepreneurs and the Mahila Vikas Nidhi which offers developmental assistance for pursuit of income generating activities to women. Further, SIDBI has also taken initiative to set up an informal channel for credit needs on soft term giving special emphasis to women including training for credit utilization and credit delivery skills for the executives of voluntary organizations working for women.
